History

The history of the development of the “Special Pedagogy” educational program dates back to 1968, when the Department of Anatomy and Physiology was established at Pavlodar State Pedagogical Institute. The first Head of the Department was Viktor Moiseevich Dengub, Candidate of Biological Sciences.

Viktor Moiseevich Dengub paid particular attention to building a professional teaching team. Experienced specialists and talented educators were invited to join the department, including A.I. Batkaev, G.Z. Khimich, E.K. Ovchinnikova, N.P. Kazakevich, G.V. Slepchenko, V.G. Demchenko, and Zh.M. Mukataeva. The team’s work was aimed not only at improving the educational process but also at developing the department’s research potential. During their work at the department, V.M. Dengub, G.Z. Khimich, G.V. Slepchenko, and Zh.M. Mukataeva successfully defended their Candidate of Sciences dissertations.

In 2005, the 5B010500 “Defectology” educational program was opened at the Department of Pedagogy.

From 2005 to 2009, the department was headed by Valentina Vladimirovna Sergeeva, Candidate of Pedagogical Sciences.

In 2009, as part of a structural reorganization, the field of training in “Defectology” was transferred to the Department of Anatomy and Physiology. This became an important stage in the further development of special pedagogical education in the region.

Over the years, the department was headed by Zh.M. Mukataeva, G.K. Darzhuman, A.S. Dinmukhamedova, S.Zh. Kabieva, T.B. Kenzhebaeva, and B.A. Satybaldina. Each head contributed to the development of educational and research-methodological activities, the strengthening of human resources, and the improvement of training for future specialists.

Since 2023, the Head of the Educational Program has been Zulfiya Shavaliyevna Shavaliyeva, Candidate of Pedagogical Sciences, Associate Professor.

Since 2009, a highly qualified academic teaching staff has been consistently formed and strengthened, while the material, technical, and information resources of the educational program have been continuously improved. The necessary conditions have been created for the effective organization of the educational process, including access to educational and methodological literature and modern information resources.

Since 2013, elements of dual education have been actively implemented within the 5B010500 “Defectology” program. This approach involves close cooperation between the educational institution, practical training organizations, and potential employers. As part of this initiative, the department cooperates with employers, while some classes and practical training are conducted directly at practical training sites.

In 2020, the “Defectology” educational program underwent a further stage of substantive and organizational development and was subsequently renamed the “Special Pedagogy” educational program.

Since 2024, the new “Deaf Education” educational program has been successfully implemented. It is aimed at training qualified specialists in the field of education and support for individuals with hearing impairments.

         Pavlodar Pedagogical University is the only higher education institution in the region that provides training for specialists in the fields of special pedagogy and defectology.
