History

On September, 27, 1989 on Decision of Scientific advice of the Pavlodar state pedagogical Institute of the name S.Toraygyrov the department of Kazakh language and literature was opened. On position of head of the department was selected temporally carrying out the duties of manager of the department of organization of folk education at the faculty of in-plant training candidate of philological sciences, professor Otebaev Ermek Otebaevich.

At the newly opened Department of "Kazakh language and literature" in 1989-90 academic year, a well-known methodologist in the Pavlodar region, teacher Tusupova Kanipa Doszhanovna (now retired), Zeynulina Ayman Fayzullayevna, who graduated from the Kazakh state women's pedagogical Institute and worked for 3 years in mandatory teaching positions in her native villages and in the 1990-91 academic year Shakaman Yrysgul Bektemirovna, was accepted for teaching. Teachers Tekzhanov M. A., Ensebayev B., Baykhanov T., Zhumagulova M. A. were also invited to the Department.

In connection with the adoption Of the law on languages in 1991, the task of teaching the Kazakh language as the state language was set in all educational institutions. Since this year, the Institute has started teaching the subject «Kazakh language» in all specialties, the composition of the Department has expanded.

In the 1991-92 academic year, the Department included Baimukhanova M. Kh., who graduated from the Kazakh state women's pedagogical Institute, Sagyndykuly B., who graduated from the Semipalatinsk pedagogical Institute named after N. K. Krupskaya, an experienced teacher A. Turyshev, who worked for several years in a rural school.

In the 1993-1994 academic year, the Department came candidate of philological Sciences, Professor Zh.T.Sarbalayev, candidate of pedagogical sciences A. B. Bakradenova, Y.O.Zhumatayeva, M. Shyndaliyeva etc.

Zhumataeva E.O., M. Shyndaliyeva in the 1995-1996 academic year he defended his thesis and received the degree of candidate of philological sciences.

In 1993-1994, in connection with the internal transformation of the faculty of Philology, associate Professor A. B. Bakradenova was appointed Dean of the faculty. The Department of «Kazakh language and literature» was divided into two directions, the head of the Department of «Kazakh linguistics» was appointed associate Professor Zh.T.Sarbalayev, the head of the Department of «Kazakh literature» was appointed Professor Ye. Utebaev.

In the 1996-1997 academic year, in connection with the merger of S. Toraighyrov Pavlodar pedagogical Institute with the composition of the Pavlodar state industrial Institute, the composition of the Institute and faculty changed (two educational institutions were merged and renamed S. Toraighyrov Pavlodar state University). The faculty of Philology and History was merged into the faculty of Philology and history (Dean-R. M. Tashtemkhanova).

The departments of «Kazakh linguistics» and «Kazakh literature» were merged into the «Department of Kazakh Philology». And teachers who teach the subject «Kazakh language», which is held for the Russian-speaking audience, moved to a separate Department of «Practical courses of the Kazakh and Russian language». He headed the Department associate Professor Muhammadhafiz Akhmetovich Tekzhanov (now retired).

Since the 1996-97 academic year, the Department of "Kazakh Philology" was headed by doctor of Philology, Professor Zhusupov Kuandyk Pazylovich. The Department consisted of 5 candidates of Sciences, 1 Professor and 8 teachers.

After studying in graduate school in 1994-97, in January 1998, successfully defending her PhD thesis, Shakaman Yrysgul Bektemirovna (now candidate of philological Sciences, Professor) was accepted to the Department of "Practical course of the Kazakh language" by a senior teacher, then an associate Professor in connection with the withdrawal of another teacher in her place.

To the Department of "Kazakh Philology" in 1997 after defending his PhD thesis (now doctor of Philology, Professor) Beken Sagyndykuly; in June 1998, after defending her dissertation, Zeynulina Ayman Fayzullayevna (now candidate of philological Sciences, Professor) returned to her place.

The senior teacher of Kazakh philology department Mutaliyeva Raushan Mamyrovna defended candidate's dissertation under the direction of professor Еrmek Otebaevich Otebayev in footsteps of the predecessors.

In 1997-1998 on the department of Kazakh philology worked 2 professors (К.P.Zhusip, Е.Отebaev), 8 candidates of sciences, (Zh.Sarbalaev, Е.О.Zhumataeva, А.Bakradenova, А.Тuryshev, B.Sagandykuly, А.F.Zeinullina, N.Zhusipov, R.M.Mutaliyeva).

In 1999 Gulnar Sarseke having defended the candidate's dissertation became working at the department. For 10 years of the existence the department filling up the rows of scientists, for 1997-2003 produced the whole pleiad of specialists on directions" The Kazakh language, literature and the English language", "the Kazakh language and literature".

In the 2003-2004 academic year, the Pavlodar pedagogical Institute was reorganized from the S. Toraighyrov Pavlodar state University, but the name "S. Toraighyrov" remained with the University. Since April 1, 2004, Pavlodar state pedagogical Institute has again become a regional center for teacher training on the basis of higher education. This year, the Department of "Kazakh Philology" was replenished and expanded in connection with the expansion, worked in the direction of language and literature. Language direction Department " theory of the Kazakh language and General linguistics»; the direction of literature was renamed to the Department of "Kazakh literature". The Department of "Theory of the Kazakh language and General linguistics" was headed by candidate of philological Sciences, associate Professor Shakaman Yrysgul Bektemirovna, the Department of "Kazakh literature" - Professor Zhusupov Kuandyk Pazylovich.

The Department of language called "Theory of the Kazakh language and General linguistics" operated until the end of 2005. The heads of the Department of Kazakh language and teaching methods were appointed associate Professor Shakaman Yrysgul Bektemirovna, Gulnar Adebiyetovna Sarseke, the heads of the Department of Kazakh literature and teaching methods – associate Professor Seifitden Nazymbekovich Sutzhanov. This year teacher Batyrbek Kaiyr under the direction of B.Sagandykuly, and Zhubantayeva Zhanar under the direction of Sarseke G.A. defended master's degree dissertation and began to work on a department.

At the end of  2005-2006 senior teacher of Kazakh literature department  Adilbek Dautbekobich Amrenov defended a candidate, and Seyfitden  Nazymbekovich Sutzhanov-defended doctoral dissertation. At this time on the department of Kazakh language and teaching methodology the entering city council graduating students of the  Institute  Zakenova Assel  and Kusmanova  Dinara are recruted.  An associate professor Gulnaz Тokenovna Каripzhanova was invited from the nearby Semey Pedagogical college.

In October 2006-2007 both departments were incorporated in the department of Kazakh, literature and teaching methodology. Professor S.Sutzhanov was appointed as the manager of the department. 

From 2007 to 2017, the Department of "Kazakh language and literature" was headed by candidate of philological Sciences, associate Professor Kuanysh Sovetovich Yergaliyev for 10 years. Since the 2017-18 academic year, in connection with the transition of K.S.Yergaliev to the position of Dean of the faculty of Philology, the Department was headed by candidate of philological Sciences, associate Professor A. D. Amrenov, in the 2018-2019 academic year candidate of philological Sciences, associate Professor M. I. Orazkhanova.

Since November 2019, Pavlodar state pedagogical University has been transformed into the internal management and structural system of Nazarbayev University, into a foreign direction of education, the faculties have become called "Higher school", and the departments-the team of the "Educational program " as part of the Higher school. Since the 2019-20 academic year, the Department of  "Kazakh language and literature "has been renamed into the educational program "Kazakh language and literature".

Since the 2019-20 academic year, the head of the EP "Kazakh language and literature" has been appointed candidate of philological Sciences, Professor Shakaman Yrysgul Bektemirovna.

Currently, the staff of the educational program "Kazakh language and literature", headed by the candidate of philological Sciences, Professor Shakaman I. B., has 2 doctors of Sciences, 7 candidates of Sciences, 2 PhD doctors, 5 masters of Sciences and 1 doctoral student in combination.
